Sir,

WITH reference to your letter of the 26th ultimo on the subject of the Opium Conference to be held at Shanghae, I am instructed by the Secretary of State for Foreign Affairs to transmit to you herewith copy of a despatch from His Majesty's Ambassador at Washington, inclosing a Minute of the Canadian Privy Council, to the effect that Mr. Mackenzie King will be sent as the Canadian Delegate to the Conference.

You will observe that Mr. Bryce has taken no action on this Minute, and I am to inquire whether the Secretary of State for the Colonies desires that the United States Government should be now notified of the appointment.
